A Comparative Study on the Level of Social Quality in OECD Countries

Abstract
The purpose of this study was to measure a social quality in major OECD countries and compare the levels of social quality development. In changing circumstance of economic and society, a welfare state had to develop various social conditions to promote individuals` well-being. To address the research aims, this study first selected the indices based on the social quality theory and then composited the indices. Second, to test the utility of SQ approach, this study compared the measured SQ level to welfare state expenditure. Lastly, the levels of SQ development were compared and examined across major OECD countries. Results indicated that the SQ level did not coincide with quantitative level of welfare state; however it was useful in explaining the various context of current welfare state. The findings suggest that the development level of SQ was related to the welfare state regimes. These different development patterns of welfare state support the notion that current development of SQ level was followed the previous path of welfare state. The finding that Korea showed low levels of development in all SQ domains suggests social policies in Korea should set to social-integrated development oriented although the socio-economic security has been expanded over the decades.
